Speaker Bio
Rosel Joy Sison Dalisay is a special education teacher at Crow Agency Public School in Hardin School District 17H & 1 in Montana, where she serves students of the Crow Indian Reservation and works closely with school leadership to strengthen special education services and instructional practices. She holds Montana teaching licenses in Early Childhood (PreK–3), Elementary (K–8), and Special Education (PreK–12), and is currently pursuing a PhD in Education major in Special Education at the University of Perpetual Help System DALTA. Mrs. Dalisay has received national recognition for her work in inclusive education, including the 2026 Special Educator Rising Star Award from the Council for Exceptional Children and the 2026 Teacher of the Year Award from the Division on Autism and Developmental Disabilities. In addition to her classroom work, she mentors teachers, contributes to the development of statewide assessments with the Montana Office of Public Instruction, and presents at professional conferences on effective strategies for behavior management and inclusive teaching practices. Her work focuses on improving special education implementation, mentoring educators, and strengthening educational opportunities for students with disabilities.
